– Proposal Development Markham, Ontario Are you a leader, collaborator, and strategic storyteller who is looking to champion and grow a national team of proposal managers who develop winning, creative, and compelling proposals?

We are currently seeking a highly motivated, innovative, energetic, creative and detail oriented individual to lead our Canadian Proposal Operations team.

As Department Manager, you will lead and inspire our proposal team in the development of quality proposal and qualification deliverables, presentations, and other marketing materials to support our infrastructure business unites, nation-wide.

You will work collaboratively with capture teams, creative staff and business development to fuel innovation and win new business Simply put, we are looking for a champion to lead our national team in developing compelling proposal deliverables that raise the bar across the industry.

Some of your specific responsibilities will include: Department management including acting as the lead for the Canada Proposal Operations team and acting as the subject matter expert on the business acquisition process (BAP), including the requirements of the proposal development process; developing budget estimates to prepare qualification/proposal documents; and ensuring group structure, process, and communication is in line with Parsons’ overall business strategy.

Team management including assigning work within the group, ensuring process and timelines are completed by agreed upon deadlines, approving and managing team schedules, and managing both individual and group performance.

Proposal preparation including completion of a detailed analysis of EOI/RFI/RFQ/RFP documents; development of the compliance matrix and schedule of proposal activities, including delivery; facilitating various proposal development meetings with both internal and external clients; providing guidance to the proposal team and establishing templates and standards for writing style and layout; writing non-technical portions of the proposal including project descriptions, team qualifications, company descriptions, and management plans; and working closely with capture manager throughout the proposal development process to ensure a quality on-time submission.

Proposal review including final review of all proposal draft and final document versions to ensure responsiveness to all required elements; facilitating colour review meetings in which a team of reviewers comment on the draft documents; consolidating comments and developing a recovery plan to ensure all review comments are incorporated into the proposal documents prior to submission; ensuring production schedule is adhered to; and taking responsibility for conducting quality review of final printed documents before submission to client.

Client interviews & presentations including working with Project and Capture Managers to develop content for client presentations; overseeing the development of presentations including PowerPoint slides and other presentation materials; leading interview preparation meetings with the team; and providing feedback to interview presenters.

The ideal candidate will have a combination of the following education and experience: 10 years of proposal development experience including editing and desktop publishing experience (required) 5 years of experience working as a department manager managing a small to medium size team Excellent written and oral communication skills and the ability to interact with all levels of staff (senior management to technical staff) Excellent organization/time management skills to meet strict deadlines Ability to develop compelling and compliant deliverables, on time, and be a valuable contributor to winning key pursuits Inspire outstanding work from team members with a range of experience and technical abilities in the development of proposal documents Adapt to changing priorities in a very dynamic work environment and demonstrate the ability to exercise tact and diplomacy to effectively resolve problems in stressful situations with critical deadlines in a fast-paced environment The individual is required to work on multiple assignments, with overlapping schedules, and needs to be able to multi-task and delegate responsibilities to team members to accomplish all tasks Highly proficient in utilizing Adobe Creative Suite (Adobe InDesign, Acrobat Pro, and) and Microsoft Office Suite software (Word, Excel, and PowerPoint) to produce, or provide guidance for producing documents and presentations in a demanding timeframe) Bachelor’s Degree in Marketing, English, Communications, Liberal Arts, or related field This position will require occasional evening and weekend work to meet proposal deadlines.

Ability to travel up to 25% will be required.
